The Biden administration is actively considering sending cluster munitions to Ukraine to help Kyiv’s counteroffensive punch through Russia’s defenses, two U.S. officials and a person familiar with the debate said.The discussion to send dual-purpose improved conventional munitions has intensified in recent days as Ukraine’s effort to break through Russia’s frontline has stalled. The belief among some senior U.S. officials is that the munitions could be one of many tools that makes Ukraine’s campaign more successful.Late last year, the administration said it had “concerns” about delivering the munitions to Ukraine, mainly for humanitarian reasons and also the U.S. didn’t assess Ukraine needed them at that point.
